Looks like you’re right. i remember that being a problem in a lot of earlier versions to the point where i haven’t even tried recently to get it to work that way.

And yet theres never any construction crew there working. A conspiracy theory I have is thats how they store traffic cones when not in use. Just shut down 1-2 lanes of a freeway for several miles.
