Assuming it was a scam by someone who had money to gain from forcing adware like uTorrent on people, I asked about it on Reddit, and no, apparently they were a well-respected tracker at the time. Not to mention the fact that their actual, official guide for getting your ratio up was basically “Go out and harm public trackers.”

Even if they’re abandoned, they can still have value in what already exists. Removing them entirely would be foolish.
